Tsargorod Special City

Tucked away inside an old cave is a large intricate palace themed in the style of the old Bujeong Shogunate. Very little if any technology exists here, so nearly everything is done in an old fashioned sense. Paper lanterns light the streets, people walk on foot or in Fox-Magic drawn carriages and communication is done through Portable Inari Communicators. At the heart of all of this is the Choe Family Palace, or the Choe Meosjin Jib.

What started as a series of underground shops and hideaways for criminals living in the cave below the streets of Tsargorod eventually grew into a massive underground city. With a population roughly a quarter of that of Tsargorod in an area much much smaller, Ondercity is a packed and dense place filled to the brim with literally anything you can want, desire or need. This endless maze of building after building, built atop more and more levels and layers of buildings is a paradise for all things lawless. Ondercity is managed and run by the Choe Family Mafia and is led by the Oyabun, DoYoon Choe

The Upper Gardens is the name given to the massive, complex of towering shops, malls, stores and places to just purchase things. Regulations are almost nonexistent, and nearly anything can be sold, except people of course.

Amongst the many docks, wharfs and waterfront establishments is a large seaside mansion, that resembles an old Japanese style Castle. All around the castle is a massive shipyard that is much more advanced than those around it. This is where your character comes to enter a contract with the Choe Family. This contract, a "Contract of Marque" allows a character to call forth a ship from an Inari Gate.
